THE CITY OF HOUGHTON COUNCIL WILL HOLD A PUBLIC HEARING AT 5:30 p.m. WEDNESDAY, OCTOBER 22, 2025, IN THE CITY CENTER COUNCIL CHAMBERS, 616 SHELDEN AVENUE, TO DISCUSS THE FOLLOWING PROPOSED ORDINANCE:

AN ORDINANCE, PURSUANT TO CHAPTER 98, SECTION 4, (98-4),
OF THE CODE OF ORDINANCES, CITY OF HOUGHTON
TO RE-ZONE PROPERTY
THE CITY OF HOUGHTON ORDAINS:
Pursuant to Chapter 98, Section 4, (98-4), the Code of Ordinances, City of Houghton, Michigan and Public Act 110 of 2006, as amended, the following-described property is re-zoned from R-1 (single-family residential district) to R-3 (multiple-family residential district) with conditions:
A parcel of land located in Government Lot 7, Section 35, Township 55 North, Range 34 West, Portage Township, Houghton County, Michigan, described as follows: Starting at the Southwest corner of Section 35; thence North 00โฆ 41โ01โ East along the West Section line of Section 35 for 1318.20 feet to an iron pin and the Point of Beginning of the parcel herein described; thence North 00โฆ 47โ 00โ East for 530.00 feet to an iron pin; thence North 86โฆ 47โ 59โ East for1193.63 feet to an iron pin; thence South 00โฆ 02โ44โ West for 172.57 feet to an iron pin; thence North 89โฆ 54โ00โ West for 229.34 feet to an iron pin; thence South 00โฆ02โ35โ West for 416.44 feet to an iron pin; thence South 89โฆ32โ24โ West for 969.25 feet to the Point of Beginning:
EXCEPTING THEREFROM THE FOLLOWING DESCRIBED PARCEL:
The part of the Southwest Quarter (SW1/4) of said Section 35 described as follows: Beginning on the West Section line at a point North 00โฆ39โ56โ East 1318.46 feet; thence North 00โฆ47โEast 42.43 feet from the Southwest corner of said Section 35; thence continuing North 00โฆ47โEast 278.16 feet; thence East 92.30 feet: thence Southeasterly 39.74 feet along the arc of a 65 foot radius curve to the left whose chord bears South 44โฆ59โ57โ East 39.12 feet; thence South 130.04 feet: thence south 45โฆ47โWest 172.68 feet to the Point of the Beginning.

- Ownership Restriction
- The property shall not be sold, except for a potential future transfer by donation to the Housing Commissionโs nonprofit entity, the Houghton Housing Company.
- Traffic and Access
- The proposed driveway to the new development shall be located on the east side of the property, near the entrance of Waterworks Drive, to minimize traffic through the existing Waterworks Drive neighborhood.
- Principal Use Restrictions
- The following uses, although otherwise permitted under R-3 zoning, shall not be permitted on this property:
- Group quarters, including rooming houses, fraternities, and sororities.
- Short-term rentals
- The following uses, although otherwise permitted under R-3 zoning, shall not be permitted on this property:
- Any use permitted only with a Special Land Use Permit under Article 6, Division 2, and subject to the standards in Article 4, including:
- Home-based businesses
- General hospitals
- Convalescent homes and orphanages
- Motels
- Medical clinics and professional offices
- Lodge halls and fraternal assembly buildings
- Mortuaries and funeral homes
The Houghton City Zoning Map, as amended to reflect such conditional re-zoning, is attached hereto as Exhibit A.
