HOUGHTON COUNTY, MICHIGAN

RESOLUTION AUTHORIZING APPLICATION FOR MICHIGAN DEPARTMENT OF TRANSPORTATION
TRANSPORTATION ALTERNATIVES PROGRAM FUNDING

At a regular meeting of the City of Houghton, Houghton County, Michigan, held on September 9, 2026, at 616 Shelden Avenue, Houghton, Michigan 49931

RESOLUTION

WHEREAS, City of Houghton is a public agency and is eligible to apply for funding through the Michigan Department of Transportation (MDOT) Transportation Alternatives Program (TAP); and

WHEREAS, the Transportation Alternatives Program provides funding for projects that expand and improve non-motorized transportation facilities and enhance connectivity, accessibility, safety, and mobility for pedestrians and bicyclists; and

WHEREAS, City of Houghton proposes to construct a non-motorized trail connector generally between E. Lakeshore Drive to Cliff Drive; and

WHEREAS, the proposed project will establish a non-motorized connection between E. Lakeshore Drive and Cliff Drive, providing a direct connection to the existing non-motorized transportation network and improving pedestrian and bicycle access to Michigan Technological University and to the Waterfront; and

WHEREAS, the project will improve the continuity of the community’s non-motorized transportation system by providing a dedicated facility for pedestrians and bicyclists where a continuous connection does not currently exist; and

WHEREAS, the project is intended to improve safety, connectivity, and access for residents, students, employees, and visitors while supporting the community’s long-term goal of expanding transportation options and non-motorized infrastructure; and

WHEREAS, the City of Houghton recognizes the importance of providing safe and convenient non-motorized transportation facilities and supports the development of a connected trail network within the community; and

WHEREAS, the City of Houghton is committed to providing the required local match and ineligible project costs not covered by MDOT TAP funding, subject to final project costs and availability of funds; and

WHEREAS, the City of Houghton understands that, if selected for funding, the project will be subject to applicable MDOT requirements, including project development, environmental review, right-of-way requirements, permitting, design, bidding, construction, reporting, and project administration requirements.

 

NOW, THEREFORE, BE IT RESOLVED:

  1. The City of Houghton hereby authorizes and supports the submission of an application to the Michigan Department of Transportation, Transportation Alternatives Program for funding to construct the proposed non-motorized trail connector.
  2. The City Manager is hereby authorized to execute and submit the TAP application and any associated application documents on behalf of the City of Houghton.
  3. City of Houghton commits to providing the required minimum 20% local match and other ineligible project costs necessary to complete the project, subject to final approval of the project and availability of funds.
  4. If awarded funding, City of Houghton authorizes its designated officials and staff to work with MDOT and other applicable agencies to advance the project through design, environmental clearance, right-of-way acquisition, permitting, bidding, construction, and project closeout.
  5. City of Houghton hereby acknowledges its responsibility for owning the trail, the continued operation, maintenance, and preservation of the completed non-motorized trail facility in accordance with applicable requirements.
  6. City of Houghton authorizes the City Manager to take such additional administrative action as may be necessary to submit the application and, if awarded, advance the project in accordance with the requirements of the Michigan Department of Transportation.
